I purchased the Anniversary upgrade content for $19,99. When I shut down my computer, restart, launch Steam and launch Skyrim from Steam and repeat the steps above, the same thing happens. When load a previously saved game, then hit escape and look at the version number on the System tab, I see 1.5.9x. When I attempt to type "X", nothing happens. When I start Skyrim via the launcher and go to the main menu I see the advertisement that says " Available Now: Skyrim Anniversary Upgrade" When I attempt to click on it, nothing happens.
